The Challenge: Overcoming legacy systems for agile and transparent public service
To fulfill its mission of service in a digital world, the nation’s primary tax authority needed to move beyond its traditional infrastructure. Legacy systems could no longer handle the volume and complexity of modern tax data, creating critical obstacles that hindered efficient and reliable management.
The main obstacles to modernization were:
Slow, manual processes: Validating complex tax files, such as XML, created bottlenecks and delayed compliance.
Inconsistencies and errors: Manual data corrections increased staff workload and opened the door to inaccuracies.
Poor integration: Lack of seamless connectivity with external entities, such as financial institutions, caused data duplication and compromised reporting accuracy.
Fragmented citizen experience: Taxpayers faced delays and uncertainty, undermining trust in the government’s digital services.

To overcome these limitations, Nubiral designed and implemented a platform fully built on Microsoft Azure. The solution automates, integrates, and secures tax processes, creating a resilient foundation for the future of public management—focused on automation, interoperability, and resilience.
Automation and Intelligent Processing at Scale
Using Azure Kubernetes Service (AKS) to orchestrate workloads and Azure Functions for event processing, the platform automatically validates and corrects large XML files. This eliminates bottlenecks and enables efficient parallel processing, with critical data managed in Azure Cosmos DB for low-latency access.
Secure Integration with the Financial Ecosystem
Through Azure API Management, a secure, standardized integration layer was established. This enables seamless, real-time communication with financial institutions and other external entities, ensuring consistency and accuracy of data across the system.
Security, Compliance, and Trust as Pillars
The architecture integrates Azure Security Center for threat monitoring and Azure Key Vault for secure key and credential management, ensuring data encryption at all times and compliance with Colombia’s strict privacy laws.
